General Aviation Vulnerability Assessment

Letter from Brian Delauter, General Manager for General Aviation
Excerpt from GAO
Frequently Asked Questions about the Assessment

To: Select Georgia General Aviation Airports

The Transportation Security Administration (TSA) is required by Congress to develop and implement a survey of general aviation airports. Your airport is one of 3,000 general aviation airports across the country TSA is asking to participate in its Airport Vulnerability Assessment survey. Attached is a copy of the letter we received from TSA requesting the state’s assistance in notifying our airports of the availability of this survey and a FAQ sheet regarding the survey.

To complete the survey follow the instructions at the link below. The information you provide remains confidential as only the aggregate survey results compiled by a third party will be seen by TSA. Your voluntary participation in completing this survey for TSA is greatly appreciated.

Survey link:  www.tsa.gov/gasurvey. The survey should be completed by March 12, 2010.

Carol Comer
State Aviation Director

General Aviation Vulnerability Assessment / Help Desk Information

As you may be aware, the State Aviation Director, Ms. Carol Comer, has been tasked by the Transportation Security Administration (TSA) to electronically distribute the General Aviation Vulnerability Assessment to your airport.  The assessment was generated as a response to Congressional interest in passing legislative measures associated with the general aviation sector based on the recommendations of the 9/11 Commission Report (See attached GAO excerpt).  It is essential that GA airport operators understand the subjective nature of this survey and the broad implication of submitting a survey that may provide a misrepresentation of general aviation airport security.

The Georgia Airports Association (GAA) has activated a Help Desk to assist you with completing this survey in a manner that will better help mitigate unnecessary regulation and unfunded mandates for which no funding exists. It is important to understand that in most cases the best security for our GA airports comes from those who work at the airports.  Those people know who and what belongs there.  Just because an airport does not have a perimeter fence, cameras and a badging system does not mean that it is not secure.  Those measures only keep honest people honest.  Detecting and reporting is the best security program at most of our airports. This is the message we need to try to relay back to the TSA via this survey process.

Please contact Mr. Fred McCosby, Mr. Andy Singhas or  Ms. Amanda Welch Parker at (912) 966-0613 or direct your email request  to GAAhelpdesk@savannahairport.com.  Our Georgia Airports Association aviation security experts will provide relevant information to assist you in the completion of your survey and otherwise answer any questions you may have.

Note:  If someone else from your airport will be responsible for submitting the assessment, please forward this to them or provide us with their contact information.

Sincerely,
Yvette Aehle
President
